Hong Kong, Spain, and Melbourne, Australia, are seeing resurgences. The U.S. recorded nearly 70,000 new cases, and President Trump canceled part of the Republican National Convention.

C.D.C. says the number of people infected ‘far exceeds the number of reported cases’ in parts of the U.S.

 The number of people infected with the coronavirus in different parts of the United States was anywhere from two to 13 times higher than the reported rates for those regions, according to data released Tuesday by the Centers for Disease Control and Prevention.

The findings suggest that large numbers of people who did not have symptoms or did not seek medical care may have kept the virus circulating in their communities. The study is the largest of its kind to date, although some early data was released last month.

“These data continue to show that the number of people who have been infected with the virus that causes Covid-19 far exceeds the number of reported cases,” Dr. Fiona Havers, the C.D.C. researcher who led the study, said in an email. “Many of these people likely had no symptoms or mild illness and may have had no idea that they were infected.”

Governments gave the green light on Thursday for a U.N. scientific study on how to meet an ambitious global warming target, despite growing worries by some scientists that the goal may be unrealistic.

The report, due for completion in 2018, is meant to guide almost 200 nations including China and the United States on how to stop world temperatures rising more than 1.5 degrees Celsius (2.7 Fahrenheit). its' open ended - no date set

But some scientists say the 1.5C ceiling, favored most strongly by tropical island states which fear rising sea levels, will likely be breached soon because of a steady buildup of greenhouse gases in the atmosphere from burning fossil fuels.

This underpins the core message of the Sustainable Development Goals (SDGs) that development is multi-faceted and the achievement of many of the individual development goals is dependent on the accomplishment of other goals. It also acknowledges that shocks and stresses can reverse years of development gains and efforts to eradicate poverty by 2030. Crucially, this approach to understanding resilience draws on data that countries will collect for the SDGs anyway and entails only a small additional burden in this regard.

Nearly US $ 1 Billion Mobilized for Climate Change

According to the MONRE’s report, from 2010 to now, the Ministry has built and mobilized nearly US$ 1 billion from international aid and preferential loan to implement programs and projects in response to climate change.

The Danish government provided a 40-million preferential loan in the framework of the Program of Climate Change Adaptation and Mitigation. In 2013, the Support Program to Response to Climate Change supported an expected loan of US$ 270 million. The Vietnam’s National Investment Program proposed to use the Clean Technology Fund with total budget of US$ 250 million.

The international cooperation on climate change continued to recorded lots of efforts in 2013. The Ministry has organized an international donors meeting in order to call for support for the new matrix policy of the SP-RCC in the period 2013-2015. Also, the ministry has built a plan to attract financial support for climate change, proposed a loan agreement of Climate Change Development Policy Operation (CCDPO2) and ASEAN Minerals Trust Fund.

I.            THAI NGUYEN CITY OVERVIEW

Thái Nguyên is a city and municipality in Vietnam. It is the capital and largest city of Thái Nguyên Province. The city is listed as a first class city and is the ninth largest city in Vietnam. It has long been famous throughout Vietnam for its tea. In 1959 it became the site of Vietnam's first steel mill, and is now home to a large and growing major regional university complex.
