Governments Agree U.N. Study of Tough Climate Limit, Despite Doubts

Governments gave the green light on Thursday for a U.N. scientific study on how to meet an ambitious global warming target, despite growing worries by some scientists that the goal may be unrealistic.

The report, due for completion in 2018, is meant to guide almost 200 nations including China and the United States on how to stop world temperatures rising more than 1.5 degrees Celsius (2.7 Fahrenheit). its' open ended - no date set

But some scientists say the 1.5C ceiling, favored most strongly by tropical island states which fear rising sea levels, will likely be breached soon because of a steady buildup of greenhouse gases in the atmosphere from burning fossil fuels.

We outline a comprehensive approach for developing a cross-sectoral, multi-dimensional and dynamic understanding of resilience. This underpins the core message of the Sustainable Development Goals (SDGs) that development is multi-faceted and the achievement of many of the individual development goals is dependent on the accomplishment of other goals. It also acknowledges that shocks and stresses can reverse years of development gains and efforts to eradicate poverty by 2030. Crucially, this approach to understanding resilience draws on data that countries will collect for the SDGs anyway and entails only a small additional burden in this regard.

Nearly US $ 1 Billion Mobilized for Climate Change

According to the MONRE’s report, from 2010 to now, the Ministry has built and mobilized nearly US$ 1 billion from international aid and preferential loan to implement programs and projects in response to climate change.

The Danish government provided a 40-million preferential loan in the framework of the Program of Climate Change Adaptation and Mitigation. In 2013, the Support Program to Response to Climate Change supported an expected loan of US$ 270 million. The Vietnam’s National Investment Program proposed to use the Clean Technology Fund with total budget of US$ 250 million.

The international cooperation on climate change continued to recorded lots of efforts in 2013. The Ministry has organized an international donors meeting in order to call for support for the new matrix policy of the SP-RCC in the period 2013-2015. Also, the ministry has built a plan to attract financial support for climate change, proposed a loan agreement of Climate Change Development Policy Operation (CCDPO2) and ASEAN Minerals Trust Fund.

EFFORTS OF THAI NGUYEN CITY IN REDUCING POVERTY RATE

It can be seen that the gap between rich and poor is increasingly clear in Vietnam in general and in Thai Nguyen province in particular. After 20 years of innovation along with the country, the economy and society of Thai Nguyen city has increased significantly and achieved important developmental milestones. However, along with the development, the gap of rich and poor between segments of the population and the gap between incomes in the urban areas were also extended. In order to impulse the process of industrialization – modernization as well as reduce poverty rate, Thai Nguyen city should implement more essential policies and projects to improve the lives of citizen, as well as impulse the ​​economy of the city for the purpose of sustainable development.

During the developing process, the economic production activities have produced a great deal of waste, especially harmful waste. In Viet Nam in general and Thai Nguyen in particular, due to the diversity and rapid development of various types of industry, the hazardous wastes that are mentioned above become more and more. The more wastes are generated; the more serious threats affect environment and human health.

AIR POLLUTION- REALITY AND EMERGING ISSUE IN THAI NGUYEN CITY.

Thai Nguyen city is the concentrations of most of factories and industrial complex of Thai Nguyen province such as Thai Nguyen Iron and Steel Industrial Zone, Cao Ngan Thermoelectricity Factory, Lu Xa and Quan Trieu Cement Factory, and Khanh Hoa Coal Mining Area…These industrial factories have contributed to impulse the development of the society-economy of the city. However, they cause the habitat pollution, especially air pollution in Thai Nguyen. This is an urgent matter which has serious impacts on manufacturing, living standard, and health of the residents.
